Massachusetts law and regulations authorize the Massachusetts School Building Authority (MSBA) to establish requirements for the design and construction of schools, including guidelines and standards for the sustainability of Approved Projects. The MSBA has established policies requiring all approved projects to achieve a specified minimum level of compliance with either the Northeast Collaborative for High Performance Schools Protocol (NE-CHPS) criteria or the LEED-Schools rating system. In 2022, the MSBA updated the Green Schools policy to include a new requirement that all Core Program projects meet a minimum number of indoor air quality points from these green building standards. In 2023, the agency again revised its policy to offer additional reimbursement for achieving a higher number of IAQ points than the minimum required.
