Invasive Species Projects

  • Managing Aquatic Invasive Species in a Changing Climate. In 2006 ELI held two working group meetings of leading invasive species scientists and managers to identify needs for aquatic invasive species (AIS) research and management in the context of global climate change. ELI produced a report based on findings and, in collaboration with scientists and managers, is developing a special issue on AIS and climate change for Conservation Biology.   • Obstacles and Opportunities for Early Detection/Rapid Response Actions in States. The effectiveness of Early Detection/Rapid Response (ED/RR), a critical tool for identifying and eradicating introductions of invasive species, largely depends on a supportive legal framework that can facilitate quick action. With support from The Nature Conservancy, ELI examined state laws to identify legal and policy constraints to state EDRR actions.
  • Using the Clean Water Act to Manage Aquatic Invasive Species. With support from the EPA, ELI has explored the use of the TMDL Program to prevent, control, and eradicate aquatic invasive species. Research examines the extent to which states are designating waters as impaired due to invasive species and the legal authorities available to states for defining invasive species as a pollutant or otherwise as a source of impairment.
  • Ballast Water Authorities in the Great Lakes States. ELI compiled an inventory of state authorities that pertain to ballast water regulation in the Great Lakes. Analysis examines the extent to which relevant state laws would be affected by pending federal legislation (S.B.363 and H.R.5030) that, in its current form, would preempt state authority to regulate ballast water. This project was supported by the Great Lakes Protection Fund.
  • Harmonizing Invasive Species Management Efforts. In order to improve the ability of state and federal regulators, nongovernmental organizations, and citizens to prevent invasions in the Chesapeake Bay and in Florida, ELI analyzed existing laws and regulations to identify opportunities to harmonize inter-state efforts. Support for this research was provided by private foundations and an individual donor.
  • Federal Authorities for Addressing Invasive Species. ELI has completed the first phase of a project that examines federal invasive species authorities. The completed report will analyze the extent and sufficiency of existing federal authorities, including whether and how they can be better utilized to improve invasive species prevention, control, and eradication.
