U.S. Environmental Protection Agency (EPA) recently released its final regulations setting the first limits on carbon pollution from the nation's power plants. Experts offered perspectives on the final rule, including state compliance options and the nature and timing of legal challenges. The panelists were: David Doniger, Director, Climate & Clean Air Program, Natural Resources Defense Council, Lisa Heinzerling, Professor of Law at Georgetown University, and Jeff Holmstead, Partner, Bracewell & Giuliani. All three of our speakers previously served in high-level posts at EPA and have spent most of their careers shaping carbon pollution policy.
