Randy E. Hayman has been the General Counsel at D.C .Water since November 2010, and prior to that, he served for ten years as the General Counsel at the Metropolitan St. Louis Sewer District
Mr. Hayman was interviewed by Benjamin Wilson, the Managing Principal of Beveridge & Diamond. Mr. Hayman discussed a number of significant issues that he has been addressing at D.C. Water, including the ongoing efforts address the District’s aging infrastructure, rates and efforts to keep these affordable, the Clean Rivers Project and green infrastructure efforts, and the recent Green Century Bond, a first for a utility like D.C. Water. The program also addressed Mr. Hayman’s oversight role for environmental enforcement and citizen suit defense, consent decrees, management of large capital projects, and selection and management of outside counsel.
