Summer School Lecture Series: Clean Water Act

William A. Anderson II (Williams Mullen), Alexandra Dunn (National Association of Clean Water Agencies), and Sean Sullivan (Williams Mullen) provided an overview of the Clean Water Act.

Mr. Anderson was involved, on behalf of the electric utility industry, in EPA’s early implementation of the Clean Water Act and has witnessed the evolution of EPA’s water pollution control programs take place via significant statutory amendments and regulatory revisions. A Partner in the DC office of Williams Mullen, he maintains a broad private practice on behalf of industrial, commercial, and municipal clients.

Mr. Sullivan is an associate in Williams Mullen’s Environmental Section. His practice involves compliance counseling and auditing regarding statutes such as the Clean Water Act, the Clean Air Act, the Emergency Planning and Community Right to Know Act, and the Resource Conservation and Recovery Act. Mr. Sullivan has significant experience with judicial review of U.S. Environmental Protection Agency regulations issued under the Safe Drinking Water Act.

Ms. Dunn provides legal and strategic counsel to the National Association of Clean Water Agencies (NACWA, formerly AMSA) on association matters and on environmental regulatory development and implementation, permitting, and legislation, with a particular focus on the Clean Water Act. Ms. Dunn represents NACWA in litigation and amicus activities across the nation. She chairs the American Bar Association’s (ABA) Environmental In-House Counsel Committee and the 2005 ABA Annual Conference on Environmental Law. Ms. Dunn previously was Counsel to the American Chemistry Council, where she represented the US chemical industry in the nation’s capital on the Clean Air Act, Superfund, and environmental justice issues.
