Bring Standards Back to Reality

EPA Administrator William Reilly's recent endorsement of a wetlands classification concept bodes well for the environment as well as for those who must use it. A workable classification scheme would be based on the premises that wetlands differ in their values and functions, and that the degree of regulation should vary according to each wetland's value. Under the present system, all wetlands are regulated equally.
