Wetlands classification has been heralded as a great compromise of wetlands regulation. Offering complete protection to the most valuable wetlands and relief from some of the costs and delays associated with the current permitting process to developers of less valuable wetlands, a federal classification system promises a way out of the quagmire that has characterized the wetlands debate in recent years.
