Summary

At first glance, a proposal to fill three and a half acres of wetlands to build a golf course in northern Michigan may seem an unlikely focus for national controversy over the federal and state roles in wetlands protection. However, the four-year usage of the Homestead resort's effort to obtain a Clean Water Act §404 permit for its proposed golf course has raised concerns not only about the proper roles of the federal government and the states in administering the CWA programs, but also over thee Bush administration's commitment to wetlands protection.
