Federal Energy Regulatory Commission: A States Rights Issue

The Federal Water Pollution Control Act requires the Environmental Protection Agency in partnership with the states, to restore and protect the nation's water quality and related values and uses. The Act encourages the states to maintain and improve water quality by designing programs and standards that meet the minimum requirements established by the Act and EPA.
