Summary
Two bills introduced this year in the House of Representatives have emerged as the most likely alternative models for reforming wetlands regulation under the Clean Water Act (CWA). H.R. 350, introduced by Rep. Don Edwards (D-CA) on January 5, would amend the current regulatory structure of §404 of the CWA.
