Wetland classification schemes have no merit in themselves. Put to specific purposes, however, classification can be potentially effective. The challenge, therefore, is to use this approach to the benefit of wetlands protection and restoration, not simply to accommodate Federal Water Pollution Control Act §404 permit applicants who desire to fill in "low value" wetlands.
