Make No Assumptions

This spring, the Maryland General Assembly considered and rejected legislation that was intended to allow the state to assume the Clean Water Act §404 wetlands protection program. The Chesapeake Bay Foundation was among those opposing the assumption legislation, not automatically but after a long and thoughtful consideration. This article reviews the debate over assumption and discusses the specific shortcomings of the state legislation.
