Motherhood, Apple Pie, and WRP: Why is the Senate Undermining this Popular Program?

Farm and land rights organization support it as a way to get fair market value for difficult wet cropland and wetlands. Taxpayers realize water quality, flood control, and other benefits from it without having to pay farm program and disaster payments. Most environmental groups strongly support it. Everybody loves the Wetlands Reserve Program (WRP)--everybody, that is, except the Senate.
