Summary
With passage of the 1985 Food Security Act, the Department of Agriculture's Soil Conservation Service (SCS) was handed a new job. Suddenly the agency and its staff, in coordination with the Agriculture Department's Agricultural Stabilization and Conservation Service (ASCS) were responsible for identifying wetlands and denying farm program benefits to landowners engaged in drainage activities.
