The PC Exemption Taken Too Far

Regulations removing prior converted croplands from Clean Water Act jurisdiction were meant to achieve consistency between federal programs. Interpretations of those regulations, however, have resulted in incompatible federal policies and perhaps the largest rollback of CWA jurisdiction in the history of the Section 404 program.
