Praise for General Permits

On June 1, 1992, the U.S. Army Corps of Engineers issued a New Hampshire State Programmatic General Permit, the first of what state and federal agencies hope will be a series of State Programmatic General Permits in New England. Before the NHSPGP was issues, the state briefly considered assuming the federal §404 program. However, New Hampshire has found that the SPGP provides all of the benefits of assumption with few of the headaches.
