Toward an Adaptive-Monitoring Paradigm: Addressing Information Needs Over the Next 50 Years

In the March-April 2012 issue of the National Wetlands Newsletter, I addressed the integration of habitat conservation planning and mitigation banking. As a follow-up to that, I would like to outline a framework for a comprehensive monitoring program that supports integration of federal and state aquatic resource permitting and Habitat Conservation Plans (HCPs) and Natural Community Conservation Plans (NCCPs).
