Summary
1994 was a landmark year for the introduction of federal legislation to restore streams, rivers, and wetlands. In the House of Representatives, four national restoration bills and at least a half dozen bills addressing local watersheds were proposed. Although none of them made it as far as President Clinton's desk, they illustrate the increased level of congressional and public attention being focused on restoration and set the state for greater legislative accomplishments in the 104th Congress.
