Wetlands Protection-The Federal Government Cannot Do it Alone

In the last several months, a number of national environmental organizations have been lobbying hard on Capitol Hill and in the White House in order to have their say on Clean Water Act reauthorization. These groups are opposing expanded roles for state and local governments in wetland protection as outlined in Senate Bill 1304, the bi-partisan proposal for wetlands reform in CWA reauthorization. S. 1304 would allow state and local agencies to develop wetlands and watershed plans and then receive permitting authority for these areas.
