What Are ARNIs?

In August of 1992, a compromise Memorandum of Agreement (MOA) on permit evaluation under §404(q) of the Clean Water Act was signed by the U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency (EPA), the U.S. Department of the Interior’s Fish and Wildlife Service (FWS), and the U.S. Department of Commerce’s National Marine Fisheries Service (NMFS), respectively.
