ELI publishes Research Reports available for free download that present the analysis and conclusions of the policy studies ELI undertakes to improve environmental law and policy. These reports contribute to education of the profession and disseminate diverse points of view and opinions to stimulate a robust and creative exchange of ideas. Those publications, which express opinions of the authors and not necessarily those of the Institute, its Board of Directors, or funding organizations, exemplify ELI’s commitment to dialogue with all sectors.This report examines barriers to technology innovation in specific industries relevant to the Great Lakes region. The six industry case studies were chosen to reflect a mix of small and large manufacturing sectors. The case studies attempt to distinguish between normal economic barriers to innovation and barriers specific to the environmental field.
Read More >ELI conducts an independent evaluation of the first experimental Environmental Performance Agreements between five states and the EPA. This new system for state-federal cooperation in which the EPA oversees state implementation of the federal environmental statutes was launched in 1995. The principal findings of this report are based on a close review and analysis of the texts of the agreements signed by the EPA and the five states.
Read More >This report discusses state and local air initiatives based on the 1990 Amendment to the Clean Air Act to improve air quality. These include new market incentives, permit requirements, enforcement tools, and greater citizen involvement. Information is taken from 21 case studies, with a focus on determining how and why particular state and local air initiatives have been successful and what specific results have been achieved in terms of reduced air emissions.
