The two-year Proyecto de Municipios Sustentables ProMuS 2001 (Project for Sustainable Mexican Municipalities) was designed to provide practical and theoretical training on implementing an environmental management system (EMS) to three Mexican municipalities. The primary goal of the project was to implement an EMS at one or more facilities in each of the participating municipalities. The project also sought to develop EMS training materials that would facilitate the implementation of EMSs in other operations and in other Mexican municipalities.

There are compelling reasons for Inter-American collaboration in developing a hemispheric framework for pollution prevention in hard rock mining. Trade and investment in this sector are expanding. Many of the natural resources potentially threatened by mining have common characteristics or are shared by countries. Mining companies are operating as multinationals. An Inter-American approach to environmental regulation helps to set a common playing field as well as avoids the complexity of having different standards in different regions.

Transparency and Responsiveness: Building a Participatory Process for Activities

The Environmental Law Institute surveyed existing AIJ projects under the United States Initiative on Joint Implementation (USIJI) and AIJ projects initiated from other countries. The survey looked for evidence of transparent mechanisms and public involvement in decision-making. In addition, ELI examined development projects analogous to the AIJ framework, such as multilateral development bank investments and environmental fund investments, that included participatory elements.
