Research Reports
ELI publishes Research Reports available for free download that present the analysis and conclusions of the policy studies ELI undertakes to improve environmental law and policy. These reports contribute to education of the profession and disseminate diverse points of view and opinions to stimulate a robust and creative exchange of ideas. Those publications, which express opinions of the authors and not necessarily those of the Institute, its Board of Directors, or funding organizations, exemplify ELI’s commitment to dialogue with all sectors.

In our 50th anniversary year, ELI partnered with the Environmental and Energy Law Program at George Washington University School of Law to review the state of environmental law and “reimagine” what law might need to look like in the years ahead if we are to achieve a more sustainable future.

On April 27, 2021, more than 25 senior officials with expertise in international law and ocean policy, environmental management, and environmental impact assessment (EIA) met at the invitation of the Environmental Law Institute, based in Washington, D.C., to discuss challenges to the successful implementation of an EIA regime as proposed under the United Nation’s draft agreement for the protection of marine biodiversity in areas beyond national jurisdiction (the BBNJ treaty).

The Pacific Northwest Tribal Wetlands Working Group (PNW TWIG) has supported development of Tribal wetland and aquatic resource programs since 2010. Efforts to establish similar groups in other parts of the country have not been successful with the exception of the Tribal Wisconsin Wetland Working Group (TWWWG) created in 2017.

This report presents the most extensive analysis of the legal framework regulating small-scale fisheries governance in Mexico, with a specific focus on the key fisheries in the Yucatan peninsula. The document summarizes main statutes and requirements and identifies avenues for further ELI work in support of sustainable near-shore fisheries in the Yucatan region.

This report summarizes the activities and main findings of the ELI project Enabling Sustainable Small-Scale Fisheries in Yucatan and Quintana Roo to Thrive through Innovative Ocean Governance (2019-21). The report focuses on the most important fisheries in the two communities where the study was conducted: San Felipe (Yucatan) and Holbox (Quintana Roo).
