The lack of major new federal legislation to regulate greenhouse gas emissions has resulted in a void in global leadership that has contributed to increases in global emissions, which grew by almost 61 percent in the last 30 years. It is time to look beyond government alone to develop viable, effective responses to climate change. And given the prospective impact of corporate ESG commitments, opportunities exist for government and the private sector to move in synch to reduce emissions. To fill the gap created by the absence of federal legislation, U.S. government agencies can use their existing authority to encourage and assess private sector climate change commitments. These U.S. government initiatives can form powerful public-private partnerships that will accelerate carbon reductions and help the U.S. to achieve its commitments under the Paris Agreement.
